I have the honour to confira my telegram of the 20th

instant which was as followBI –

"Sassoons inform me that regulations for opium tax boing enforced Swatow several opium balls covered by transit passes solsed by likin station at Ketyung fort owing to refusal of pur- chasers to pay illegal tex. Kuang Yuan Company have officers stationed at rew optum dealern ships to prevent customers buying without payment of opium tax. Request you will be good enough to protest strongly*.

and to forward for Your Excellency's information the enclosed copy or a letter from Messre. E.D.Sassoon & Co, dated the 27th instant.
